PROGRAMS
AND ADVOCACIES
A.
Child Welfare
Co-organized the major island summit for Children
in Bohol on November 2005 and Organized the succeeding
summits in Pangasinan in July and Sarangani on August
2006. The 3 summits were geared towards the crafting
of the Local Children’s Code for Children,
the Investment Code for Children and the Local Development
Plan for Children attended by Provincial, City and
Municipal Legislators of the three major island
venues.
Conducted a local children’s code workshop
for Vice Governors in partnership with UNICEF in
Subic last November 2006 to capacitate Vice Governors
to legislate a comprehensive and responsive Local
Code for Children.
B.
Capability Building for Vice Governors
Conducted
a capability building seminar in Baguio City last
September 16-19, 2004 immediately after the composition
of the new members of the LVGP handled by the University
of the Philippines National Center for Public Administration
and Governance to orient, capacitate and refresh the
knowledge of the newly elected Vice Governors.
Continued updating and lectures on recent government
circulars, guidelines, laws and programs through the
different speakers invited during the 18 national
assemblies that the League has organized for the last
three years. Luminaries from government agencies like
Congress, DOE, DBM, DILG, DOT, DA, Civil Service,
non Government Partners like UNICEF, GEM, Haribon,
USAID, Plan Phils., and the Academe like UP and Ateneo
have lectured to our Vice Governors on issues of national
and local interests.

Benchmarking through Foreign Immersions
The
LVGP has conducted 3 foreign immersions in the following
countries; Sidney, Australia last April 5-9, 2005
on Urban Development, an economic Immersion in the
growing economies in Asia specifically in China
and Hongkong last February 18-21, 2006 and a country
competitiveness immersion in Kuala Lumpur and Singapore
last November 30-December 4, 2006 organized by the
Asian Institute of Management. These foreign immersions
were conducted to benchmark the growth that our
country and economy has been experiencing, the competitiveness
of our local and national government initiatives,
as well as innovative ways to sustain our government
and economic programs both at the local and national
level.

IT Initiatives
The Legislative Tracking System (LTS)
Is a software owned & copyrighted by the LVGP
that keeps track, monitors and archive local legislations
and put them into significant categories. A number
of Sanggunian’s have installed this software,
however due to system failures and virus threats
from the internet, some of these systems have crashed.
The LTS is the platform program of the soon web
based e-legis reference system.
E-legis Reference System
The e-legis reference system is a joint project
of the Legislative Leagues, namely the LVGP, VMLP,
PCL and the PBMLP. It will be an online reference
system composed of local legislations. It consists
of a central database containing legislations and
a publicly accessible web based search engine that
can be viewed through the internet. A moderated
public electronic bulletin board will be made accessible
to the public for message postings and comments
regarding a specific legislation.

Assistance to Provinces and Vice Governors
We have also extended more than Half Million in
assistance to Vice Governors and the different provinces
experiencing natural and man made disasters and
conflicts like in Sulu, Southern Leyte, Quezon and
Aurora among others.
F.
Insurance Coverage
To
ensure optimum benefits for our members for the
past six years, all LVGP members who are in good
standing are annually covered by an insurance policy
by a reputable insurance company.
