Started
his political career at age 16 when he was elected
Kabataang Barangay (KB) Chairman in barangay Wawandue,
Subic upon graduation from high school in 1980. He
served for five (5) years as youth sector representative
in the Barangay Council until he was elected as Provincial
President of the Kabataang Barangay Zambales Provincial
Federation in 1985 that gave him the opportunity to
represent the youth sector in the Sangguniang Panlalawigan
of Zambales.
In
the elections of 1988 after the people power revolution,
he run as regular member of the Sangguniang Panlalawigan
and was elected at large as number three. He became
the youngest member at age 23 and was reelected twice
as Sangguniang Panlalawigan member in 1992 and 1995.
After
serving his last term as Sangguniang Panlalawigan
Member, he run for Vice Governor in 1998 but lost.
He became employed with Area Development Bank (ArDB)
as a Microfinance Director and with St. Augustine
SAMBALI Fund (SASFI) as Public Relations Director.
Later he was invited by former Secretary (now Senator)
Edgardo J. Angara to be the Official Spokesman of
the Department of Agriculture until he joined the
2001 elections for the position of Vice Governor.
He
won overwhelmingly in 10 towns out of 13 towns of
Zambales with a big margin of thirty six thousand
(36,000) votes over his closest rival among the five
candidates. He worked hard to promote agriculture,
fisheries and livelihood and became actively involved
with lots of non-government organizations, people’s
organizations and cooperatives. As the champion of
farmers, fisherfolks, the youth and students he was
again reelected in the recent 2004 elections.
Aside
from his current position in the government, he is
actively involved in the operations of thirteen (13)
FM Radio Stations called Radyo Natin in almost all
towns in the province of Zambales including Olongapo
City and the Subic Bay Metropolitan Authority (SBMA)
area. He is also an active members of various NGOs
such as the Rotary Club of Downtown Olongapo, Total
Rural Development (TRD) Movement of Zambales, Kapisanan
ng mga Brodkaster ng Pilipinas (KBP), Boy Scouts of
the Philippines, Ship for Southeast Asian Youth Program
Alumni Assn. (SSEAYPAA), among others.
He
is a graduate of Master in Public Management and Development
Management Course. He is married to Mae Villaruz of
Talisay, Negros Occidental and blessed with two daughters
– Maeraquel and Lauramae.
